Water Supply and Resource Management | Subtheme

Water security is one of the defining sustainability challenges facing Pakistan’s cities and communities. Growing populations, rapid urbanization, climate change, declining groundwater reserves, aging infrastructure, and inefficient water use practices are placing increasing pressure on already stressed water resources. As per capita water availability continues to decline, Pakistan is transitioning from a water-stressed to a water-scarce country, creating significant risks for public health, economic development, food security, and climate resilience.

Urban water systems face multiple and interconnected challenges. Large volumes of treated water are lost before reaching consumers due to leakage, theft, and inefficient distribution networks, while many cities struggle to provide reliable and equitable access to safe drinking water. At the same time, wastewater treatment infrastructure remains severely underdeveloped, resulting in the discharge of untreated wastewater into rivers, canals, and groundwater systems. This not only degrades ecosystems and public health but also represents a lost opportunity to recover valuable water, energy, and nutrients. Climate change is further compounding these pressures through changing precipitation patterns, more frequent droughts and glacier melts, and increasing temperatures that affect both water availability and demand.

Recognizing the urgency of these challenges, water resource management has become an increasingly important component of Pakistan’s climate and development agenda. National policy frameworks, urban resilience initiatives, and climate adaptation strategies are placing greater emphasis on improving water efficiency, expanding water and sanitation services, strengthening infrastructure, and enhancing climate resilience. Emerging investments in smart metering, digital monitoring systems, wastewater treatment, and urban water supply networks demonstrate growing momentum towards more efficient and sustainable water management.

The opportunities for transformation are substantial. Reducing non-revenue water losses can significantly improve service delivery without requiring additional water extraction. Wastewater treatment and reuse can create alternative water sources for agriculture, industry, and urban applications while reducing environmental pollution. Rainwater harvesting, groundwater recharge, nature-based watershed management, and water-efficient technologies can strengthen resilience to climate variability and future water shortages. Advances in digital technologies also offer new opportunities for real-time monitoring, demand management, and infrastructure optimization.

Building sustainable cities requires moving beyond a narrow focus on water supply towards integrated water resource management that considers the entire water cycle. By investing in efficient infrastructure, improving governance, promoting water conservation, and embracing innovative technologies, Pakistan can strengthen water security, enhance urban resilience, protect public health, and support sustainable economic development in an increasingly climate-constrained future.
