Pakistan's industrial sector contributes nearly 20% to GDP and employs a significant share of the national workforce, making it central to the country's economic growth and development. However, despite the significance, the sector operates at the intersection of domestic economic stress, persisting inefficiencies, and a growing need to decarbonize to support climate mitigation. High energy costs, policy inconsistencies, and supply chain vulnerabilities have already eroded industrial competitiveness. For export-oriented sectors, the European Union's Carbon Border Adjustment Mechanism (CBAM) has also introduced a new external pressure, placing Pakistan's key industries, particularly textiles, at risk in international markets.
However, sustainability is being progressively mainstreamed into industrial development plans and government policies, with the National Energy Efficiency and Conservation (NEEC) Policy and NDC 3.0 both identifying energy efficiency and process improvements as priority mitigation levers for the sector. Pakistan's recent introduction of the National Green Taxonomy and guidelines for trading under carbon markets further signals a shift towards market-based instruments as part of a broader decarbonization strategy.
Nevertheless, significant barriers remain. Beyond structural inefficiencies embedded in aging industrial processes and equipment, small and medium enterprises (SMEs), which form the backbone of Pakistan's industrial economy, continue to face prohibitive capital costs and limited access to green and concessional finance for clean technology adoption. With the right combination of technology partnerships, blended finance mechanisms, and regulatory incentives, however, industrial decarbonization can be repositioned not as a compliance burden but as a source of export competitiveness and green investment attraction.
