Resource efficiency and circular economy are becoming increasingly important for Pakistan as the country grapples with rising resource constraints, waste management challenges, water stress, and exposure to global commodity price volatility. The prevailing linear economic model – based on a “take, make, dispose” approach – places continuous pressure on already scarce natural resources while also contributing to environmental degradation, public health risks, and growing fiscal burdens on municipalities. In this context, shifting towards more resource-efficient and circular systems offers a practical pathway to decouple economic growth from resource consumption and environmental harm.
A circular economy model focuses on keeping materials, products, and resources in use for as long as possible through reuse, recycling, repair, recovery, and redesign. For Pakistan, this transition is particularly relevant across sectors such as plastics, textiles, agriculture, construction, and municipal solid waste management. Significant value is currently lost due to inefficient waste collection systems, low recycling rates, and limited integration of secondary materials into formal industrial value chains. At the same time, the informal recycling sector plays a critical but often under-recognized role in resource recovery, providing livelihoods to thousands while handling a substantial share of recyclable waste without formal institutional support or adequate working conditions.
Policy momentum toward circularity is gradually increasing. Emerging work on developing a nation Circular Economy Policy and Extended Producer Responsibility (EPR) frameworks aims to shift responsibility for post-consumer waste management towards producers, particularly in packaging, plastics, and electronic waste streams. Pilot initiatives focusing on waste valorization, plastic recovery, and integrated resource recovery systems are also being tested in selected urban centers, highlighting the potential for scalable solutions when supported by appropriate governance and infrastructure.
Despite these developments, Pakistan’s circular economy transition remains at an early stage. Institutional fragmentation, weak enforcement of environmental regulations, limited investment in waste management infrastructure, and lack of data on material flows continue to constrain progress. The absence of integrated systems linking waste generation, segregation, collection, and industrial reuse further limits the scale of circular practices.
Expanding resource efficiency and circular economy models also offers significant economic and environmental opportunities for Pakistan. By improving material productivity, reducing dependence on imported raw materials, and converting waste streams into economic value, Pakistan can create new green jobs, reduce pollution, and strengthen industrial competitiveness. Strengthening policy frameworks, formalizing informal systems, investing in waste infrastructure, and enabling circular business models, particularly in the industrial sector, will be essential for unlocking this transition and building a more sustainable and resource-secure economy.
