Pakistan’s energy landscape is undergoing a historic, market-driven transformation. Since 2022, the country has witnessed a largely people-led transition, driven by the rapid uptake of solar energy across household, agriculture, and industrial sectors, the integration of battery energy storage systems (BESS), and the growing penetration of electric two- and three-wheelers in urban transport. Along with the pressure of rapidly rising electricity and petroleum prices, this shift has been reinforced by an emerging policy framework, including the National Electricity Policy (NEP), the New Energy Vehicle (NEV) Policy 2025-30, the National Energy Efficiency and Conservation (NEEC) Policy, the National Green Taxonomy, and Pakistan's energy transition commitments under the latest Nationally Determined Contributions (NDC 3.0).
However, despite this momentum, the transition remains structurally constrained. The power sector continues to grapple with legacy capacity payment obligations, increasing circular debt, declining grid utilization rates, and limited access to the finance needed to enable this transition. These are not isolated technical problems; they represent the gap between the energy system Pakistan inherited and the one its economy now demands. How Pakistan navigates this gap will have direct consequences for industrial competitiveness, household energy affordability, fiscal sustainability, and its ability to meet its international climate commitments.
