The Pakistan Green Taxonomy identifies low-carbon fuels and hydrogen-related investments as eligible transition activities, while national climate and air quality strategies emphasize the importance of cleaner fuel standards and alternative fuel pathways. Upgrading fuel quality standards remains particularly important, as much of Pakistan's transport fleet continues to operate on fuels that generate higher levels of harmful pollutants compared to international best practices. Cleaner fuels can provide immediate environmental and health benefits even before large-scale vehicle fleet transformation occurs.
Looking ahead, Pakistan possesses several opportunities to develop a more diverse low-carbon fuel ecosystem. The country's large agricultural sector generates significant biomass resources that could support sustainable biofuel production, while expanding renewable energy capacity could create future opportunities for green hydrogen development. In the near term, however, cleaner liquid fuels, fuel quality improvements, and biofuel blending represent some of the most practical pathways for reducing transport-related emissions.
