Pakistan’s natural ecosystems – including forests, wetlands, rangelands, glaciers, floodplains, and agricultural landscapes – are under increasing pressure from accelerating climate change, land degradation, and unsustainable resource use. These ecosystems are not only environmental assets but also critical life-support systems for millions of people whose livelihoods depend on agriculture, forestry, and natural resource-based income. At the same time, Pakistan’s exposure to floods, droughts, heat stress, and water scarcity – particularly within the Indus Basin – has made ecosystem health a central determinant of national resilience.
Ecosystem-based Adaptation (EbA), which uses biodiversity and ecosystem services such as forests, wetlands, watersheds, and floodplains to help communities adapt to climate change, is increasingly being recognized as a cost-effective complement to engineered infrastructure. Pakistan has already initiated several large-scale nature-based interventions alongside growing investments in climate-smart agriculture. Recent policy and investment signals also indicate growing momentum. Pakistan’s NDC 3.0 identifies ecosystem restoration and climate-smart agriculture as key adaptation and mitigation priorities, while numerous multilateral initiatives are supporting ecosystem restoration, agricultural resilience, and climate adaptation planning.
However, to a certain extent EbA remains fragmented and insufficiently scaled; many interventions are still implemented as pilots or isolated projects rather than integrated landscape-level programs. Weak inter-sectoral coordination between agriculture, forestry, water, and disaster management institutions further limits effectiveness, while long-term financing mechanisms for ecosystem restoration and maintenance remain underdeveloped.
Strengthening EbA in Pakistan therefore requires mainstreaming nature-based solutions into national and provincial planning frameworks, establishing dedicated financing streams, and scaling integrated landscape approaches that combine ecological restoration with livelihood enhancement. By linking ecosystem restoration with climate-smart agriculture and sustainable livelihood systems, Pakistan can simultaneously reduce climate risks, enhance food and water security, and generate green employment opportunities, making ecosystems a foundational pillar of long-term climate resilience.
