Pakistan is among the most disaster-exposed countries in the world, with climate-induced hazards increasingly shaping its development trajectory rather than appearing as isolated shocks. The 2022 floods affected nearly one-third of the country and caused estimated losses of around USD 33 billion, while the 2025 monsoon floods further underscored persistent vulnerabilities, resulting in significant loss of life, large-scale displacement, infrastructure damage, and extensive rescue operations across affected regions. Beyond floods, Pakistan continues to face recurring heatwaves, glacial lake outburst floods (GLOFs), droughts, and shifting monsoon patterns, making disaster risk a continuous and systemic development challenge rather than an episodic emergency.
In response, Pakistan has strengthened its policy and institutional framework for disaster risk management. The National Disaster Risk Reduction Strategy (NDRRS) 2025-2030, aligned with the Sendai Framework and Paris Agreement, provides a comprehensive roadmap for shifting from reactive disaster response towards anticipatory risk reduction and resilience-building. Complementary initiatives, such as the National Resilience Plan 2025-2026, reflect growing efforts to improve preparedness for monsoon seasons, enhance early warning systems, and integrate high-risk zones into coordinated planning frameworks. Recent assessments by NDMA also emphasize the need to mobilize climate finance from global mechanisms, while combining engineered infrastructure with nature-based solutions such as floodplain restoration, watershed management, and canal rehabilitation.
Despite this progress, significant structural challenges persist. Institutional fragmentation across federal, provincial, and district levels continues to constrain coordinated disaster preparedness and response. Limited financial resources and weak disaster risk financing mechanisms reduce the ability to invest in preventive infrastructure and adaptive systems. Early warning systems and risk data integration remain uneven across regions, while community-level preparedness is often underdeveloped in the most vulnerable districts. These gaps are further compounded by rapid urbanization, informal settlement expansion, and increasing pressure on fragile ecosystems.
Strengthening disaster resilience in Pakistan therefore requires a shift towards integrated, multi-layered systems that combine infrastructure resilience, ecosystem-based adaptation, early warning technologies, and community-centred preparedness. By embedding risk reduction into development planning and scaling anticipatory action, Pakistan can transition from repeated disaster recovery to a more proactive and resilient development pathway.
